In an article for the Covid-19 Chronicles of the Center for Southeast Asian Studies (CSEAS) of Kyoto University, Ayame Suzuki, Professor of the Facutlty of Law of Doshisha University and Visiting Professor of De La Salle University, suggests that the failure of the Philippine government to contain Covid-19 owes itself to a mix of ill-thought-out policies emphasizing coercion as well as the limitations of state capacity.
