สวัสดีค่ะ ป้าน้อย ชื่อ นางปราณี ด่านวัฒนานุสรณ์ ภรรยาของนายสุรชัย แซ่ด่าน หรือ ด่านวัฒนานุสรณ์
เนื่องในเดือนธันวาคม 2566 นี้ จะครบ 5 ปีที่นายสุรชัย แซ่ด่าน หรือ ด่านวัฒนานุสรณ์ ถูกบังคับอุ้มหายไปจากที่พักที่ลี้ภัย ประเทศ สปป. ลาว เมื่อคืนวันที่ 12 ต่อ 13 ธันวาคม 2561 ซึ่งก็จะจัดงานรำลึกถึงคุณสุรชัยและทีมงาน คือ คุณกาสะลองหรือคุณไกรเดช ลือเลิศ และคุณภูชนะ หรือ คุณชัชชาญ บุปผาวัลย์ ได้ถูกบังคับให้สูญหายและอุ้มฆ่า ที่พิสูจน์แล้ว คือ คุณกาสะลองและคุณภูชนะว่าได้เสียชีวิตด้วยการถูกฆาตกรรมโดยบุคคลซึ่งเชื่อว่าจะเป็นเจ้าหน้าที่รัฐไทย
คิดว่าตรงกับวันครบวาระการประกาศปฏิญญาสากลว่าด้วยการกระทำให้บุคคลสูญหาย ป้าน้อยขอฝากความคิดเห็นว่าเหตุการณ์เช่นนี้ไม่ได้เพิ่งเกิดขึ้น ผ่านมา 30 ปีแล้วก็ยังมีการละเมิดสิทธิเสรีภาพในการแสดงความคิดเห็น ทางการเมือง การต่อต้านเผด็จการ ยังมีการละเมิดสิทธิในการแสดงออกซึ่งไม่ได้เป็นอาชญากรแต่อย่างใด แต่รัฐเผด็จการถึงกับต้องตามล่าตามล้าง ตามตัวมาดำเนินคดียังไม่เท่าไหร่นะคะ อันนี้บังคับ ทรมาน อุ้มฆ่า อุ้มหาย บางคนก็เจอศพ บางคนก็ไม่เห็น ซึ่งในทางกฏหมายถือว่ายังไม่ได้เสียชีวิต แต่ญาติๆ ก็ไม่มีการติดต่อต่อ ผ่านมาห้าปีแล้วก็ยังไม่มีวี่แวว เชื่อว่าคงจะถูกซ้อมทรมานและเสียชีวิต เอาศพไปซ่อน ไปฝัง ไปเผา ไว้ณ ที่แห่งใดแห่งหนึ่งเป็นแน่ ไม่งั้นต้องติดต่อกันได้แล้ว
การจะป้องกันก็คงยากค่ะ ต้องให้ได้รัฐบาลที่เป็นประชาธิปไตยที่แท้จริง และกลุ่มคนทางเครือข่ายภาคประชาชน สังคม จะได้รณรงค์อย่างจริงจัง ให้ความรู้จากประชาชน โดยเฉพาะคนชั้นล่าง ให้มีจิตสำนึก ให้รู้จักสิทธิเสรีภาพ ซึ่งก็เป็นความหวังนะคะ
การกระทำเช่นนี้ต้องใช้ทั้งเงินทุนและบุคลากรที่พร้อม ที่เป็นจิตอาสา เพราะทุกคนก็ยากลำบากในการทำมาหากิน เลี้ยงปากเลี้ยงท้องในครอบครัว
ที่สำคัญรัฐจะต้องจัดการศึกษาให้กับเยาวชนตั้งแต่เล็กๆ ขั้นอนุบาลให้รู้จักหน้าที่พลเมือง รู้จักสิทธิส่วนบุคคล สิทธิในการพูดอ่าน เขียน การคิด การแสดงออกที่ไม่ละเมิดสิทธิผู้อื่นในระบบการศึกษาขั้นพื้นฐาน ถึงจะได้ผลเต็มที่
แต่อย่างไรก็ตาม ดิฉันก็ยังหวังว่า ทุกประเทศที่เข้าร่วมปฏิญญาสากลนี้จะรณรงค์และมีกองทุนสนับสนุนจิตอาสาให้เผยแพร่ความรู้ ความเข้าใจ รวมทั้งเครือข่ายภาคประชาขนสังคมในประเทศไทย ให้ชาวบ้านระดับล่างหรือรากหญ้ามีความรู้ ความเข้าใจ และรู้จักปกป้องสิทธิเสรีภาพในการแสดงออก และให้รู้กฏหมายเบื้องต้นเป็นสำคัญ รู้จักการเสียสละ การช่วยเหลือส่วนรวม การมีจิตสำนึกที่ดีต่อสังคม
อยากจะฝากไว้ค่ะ แม้จะสามสิบปีผ่านมาแล้ว ถ้ายังไม่มีจิตสำนึกในผู้มีอำนาจในรัฐบาลที่สามารถจะจัดการศึกษา จัดความรู้ให้ประชาชนได้ทราบตั้งแต่ในวัยเรียนแล้ว ต่อจากนี้ไปก็ยังจะต้องมีเหตุการณ์อย่างนี้เกิดขึ้นอีกนะคะ
ก็ฝากความหวังไว้กับคนรุ่นใหม่ ให้กับคณะผู้ทำงานภาคประชาชน เครือข่ายภาคประชาชนสังคม แล้วก็ทั่วโลก ที่มีโอกาสได้ปรึกษาหารือและมีกองทุนให้ทำต่อไปจนกว่าจะได้กฏหมายที่คุ้มครองประชาชน ป้องกันการถูกบังคับ อุ้มฆ่า ทรมาน อุ้มหาย หวังว่าจะเกิดความเสมอภาค เสรีภาพ ความยุติธรรมในเร็วๆ นี้ค่ะ ขอบคุณค่ะ
Hello, I am Aunt Noi – Pranee Danwattananusorn, Wife of Surachai Sae-dan or Danwattananusorn. In December 2023, it will be 5 years since Surachai Sae-dan or Danwattaananusorn was forcibly disappeared from a safehouse in Lao PDR on the night of 12 to 13 December 2018. A memorial event will be held also for Mr. Surachai and his team, ‘Kasalong’ or Kraidej Luelert and ‘Phuchana’ or Chatchan Buppawan, who were forcibly disappeared and murdered. Khun Kasalong and Khun Phuchana has already proven murdered by person(s) believed to be Thai government official(s).
On the anniversary of the Declaration on the Protection of All Persons from Enforced Disappearance, I would like to express that events like this have not just happened. It has been 30 years and there are still violations of the right to freedom of expression and opposition to dictatorship. Freedom of expression is not a crime at all, yet the authoritarian state hunt the dissidents down and exterminate them. There are also lawsuits against them yet the worst of all is to torture, abduct and murder, and enforced disappear.
Some bodies were found, some were not. In legal terms, it is considered that he (Surachai) has not died, but relatives have not been able to contact him. It has been five years and there is still no sign of him. He would probably be tortured and killed. The body would be hidden, buried, or cremated somewhere. Otherwise, we must contact each other.
Prevention is difficult unless we have the elected government and genuine democracy that seriously support advocacy from civil society, encourage popular education for the grassroots to be politically conscious and know their rights. This is my hope. Doing this requires both funding and volunteer spirit. Everyone has difficulty making a living, also for the family.
It is important that the state must provide education for youth from a young age starting in kindergarten to learn about civic duties, let them know their rights, the right to speak, read, write, think, and express themselves that do not violate the rights of others. This is the most effective way for prevention.
However, I still hope that all countries participating in the Declaration will campaign and provide funds to support the volunteers who spread (human rights) knowledge and understanding, also for civil society networks in Thailand that work to enhance grassroots knowledge, understanding, and their ability to protect their rights and freedom of expression. It is important to know basic rights, personal contribution for public good, and a good will towards society.
Thirty years have passed. If the Government and Thai authorities do not conscious of their duty for human rights education in school, from now on, there will still be events like this happening again.
I leave hope with the new generation, the civil society sector working here in Thailand and all over the world. The civil society network provides consultative opportunity and funding for grassroots advocacy to continue pushing for a law that protects the people, prevents them for being abducted and murdered, tortured, and enforced disappeared. My hope for a society that stands for Equality, Liberty, and Justice. Thank you.
