We the “People Go Network Forum” comprised of villagers, community based organizations, peasants, academia, nongovernmental organizations, labors, media, students, the self-employed from 109 organizations are here to review the situations in Thailand in the aftermath of the coup, especially the struggles and violence perpetuated by prejudice toward the aforementioned groups. We the people’s network are here to declare that;

1. We want to remind the society, the incumbent national development underpinned by provisions in the soon to be promulgated Constitution, the drafting of the 20-Year National Strategy, the ongoing implementations of the state are setting Thailand’s development foundation towards;

            1.1 An alarming increase of inequality in society as a result of cuts in social welfare and the replacement of universal health care by selective social welfare whereby only registered people or those who act in compliance with the requirements set by the state shall be served;

            1.2 A lack of balance in terms of the development of humans, society, economy, and the environment that destroy our ecology for economic prosperity. The interests and benefits of multinational corporations shall not prevail at the expense of the environment as well as human values and dignity of the Thai people.

            1.3 A education system and social values that are skepticism in democracy, decentralization, people’s rights and freedoms. Through such education system, our children and youth would be encouraged to embrace authoritarianism. They would be submissive to those with power. They would be incapable to think and act for themselves. Instead, they would only listen to orders if those orders serve their personal interests.

            1.4 A destruction of local cultures and livelihoods of ethnic people, peasants, farmers, traditional fisher folks through deprived of their freedom/rights, shrinking public space and enabling capital to exploit the resources which have long been their source of livelihoods. Thus, Thailand would lose its cultural and biological diversity. Peasants, farmers and fisher folks are turned to merely hired laborers shrouded further in steeper destitute.

            1.5 Unelected representatives, controlled independent organizations that do not serve the people interests, untransparent referendum, and threat to social movement.

2. We are determined to monitor and follow up on the implementations of the government regarding;

            2.1 The deprivation of our right to election as the incumbent electoral system that oppresses the people.

            2.2 The inheritance of power amongst the coup makers and their cronies who now may opt to stay behind the scene, but yet continue to pull the strings of control over the incoming government and all the state mechanisms after the elections.

            2.3 Laws, regulations, announcements, and orders which have been made effective—such as Assembly Act, implementation of Article 44, NCPO’s Orders and Announcements such as 64/2557, 66/2557, 97/2557, 3/2558, 3/2559, 4/2559, 9/2559, Mineral Act—and others in the process of drafting, and new legislations in the making including the Constitution’s organic laws, including laws that enable massive confiscation of land and natural resources from the people and other regulations and orders which serve the interest of capital, making it possible for them to reap off benefits from natural resources and to destroy the environment, culture and livelihood of the people.

            2.4 The use of state power in favor of domestic and multinational corporates by signing and negotiating international trade agreement and contracts, allowing large-scale contract farming and special economic zones.

3. On behalf of civil society in Thailand, we are calling on our sisters and brothers, the government and private sector as follows;

            3.1 The people must be involved in drafting the new national strategy.

            3.2 Restore right of the people to participate in charting the future of the country. People must be allowed to take part in the decision makings, the design and the protest against any initiatives by the government which inflict suffering on them.

            3.3 Immediately hold a free and fair election. Decentralize power. People must have the power to monitor the performance of the executive branch, not by the handpicked independent institutions.

            3.4 Reform key national institutions including the judicial system, education system, bureaucratic system, and in particular security institutions to respect the rule of law and to be compliant with the people’s determinations.

            3.5 Reengineer and redistribute benefits from development to ensure equitable and fair access to and the utilization of natural resources and the environment, in particularly to serve as first priority the need of vulnerable people and the poor.

            3.6 Shrink the power of the state to ensure fairness and justice. Empower civil society and private sector to be the main drive for national development.

            3.7 Social welfare must be our national agenda. All sectors shall jointly establish systems such as universal health scheme, guaranteed pension, just loan and interest system for education, guaranteed basic income, just wage system, and just employment and fair worker protection. These schemes shall aim to reduce inequality.

            3.8 Thailand’s development must be balanced and sustainable and placing the importance on natural resources, the environment. Development plans shall not pose impacts on wellbeing and ensure that next generation can enjoy a sustainable life.

            3.9 Promote the embracing of diversity and respect of human dignity regardless of economic status, ethnicity, religion, clan, gender or political stance in a multicultural society.

            3.10 Trade negotiations must be subjected to public participation and scrutiny. The legislative body, granted by the people’s power, must check the executive body in negotiating and signing any international trade agreements to ensure that it truly serves the public interests.

            3.11 Guarantee policies that promote peasants to self-determine sustainable farming practices.
